[Halla_running] [EXTERNAL] RC Update

Since yesterday's update the beam quality has improved. MCC waas operating
at 5-15 uA for most of yesterday day shift and they are saying the RF
instabilities are due to storms yesterday,

switched to IN. During swing shift the beam quality improved and we went up
to 25 uA which lasted through owl. Overall since yesterday we have
collected ~1C of charge and the target is still sitting around 53%
polarization. It reached 57% while beam was at 10 uA yesterday! Also
notably we have had zero DAQ crashes in the last 24 hours.

This morning MCC took the machine down for 5 hours to fix some RF issues
that had come up. During this time we took the opportunity to fix some of
our standing issues. Jiwan was able to reboot the HCal HV crate and the HV
readback now looks normal, https://logbooks.jlab.org/entry/4130274.
Provakar worked on the BBCal modules, moving them around so now the top
BBCal blocks will be missing hits instead of the bottom ones. This is an
acceptable solution for now since those blocks are not in the acceptance.

Issues:
BB GEM HV alarm went off but did not trip and everything looked fine.

Target laser temperature alarms went off but returned to normal on their

HCal time shifted by 30ns. Simply restarting CODA brought this back to
normal, https://logbooks.jlab.org/entry/4130175. Good catch by the shift
lead, shift crews should always restart a run if they see this in the 50k
replay.

Beam is currently being restored to the hall and we expect to get 45 uA on
