[Halla_running] Update on Hall A dump repair

Hi all,

It sounds like today the water in building 91 and the electronics will be
addressed. People are still working on meeting the conditions from Stuart
for restarting hall A. I was told that Wednesday is a more reasonable
expectation for beam, but I was not given an official timeline, so things
are still subject to change.

Thank you to everyone troubleshooting and doing work in the hall this week!!
