[Hallb-engineering] DC R2 pressure and Helium Buffer dewar problems

The DCGAS IOC must have been rebooted and loaded the incorrect default
values. This happens because the default EPICS boot up values are wrong.
I made temporary changes, but the wrong default values will load again
if the IOC is rebooted.
The default values should be as follows with no LOW or HI;
dc_r1out_pres
HIHI 0.100
LOLO 0.010
dc_r2out_pres
HIHI 0.100
LOLO 0.010
dc_r3out_pres
HIHI 0.100
LOLO 0.010
