[Hallb-engineering] switching power to IOC

Our buffer dewar and torus are backed up by the generator(s). Thus we 
should be able to run through the down time.

I like Krister's suggestion to test the generator. Doug, can you get 
this done? If this is really just a short down, I too don't see why this 
can't be done during a normal business day. But maybe we don't have the 
full picture...

I'll be out of town until the 29th, but may be reachable by cell phone 
if there is service in northern Michigan.
