[Hallb-engineering] [New Logentry] Solenoid Temperature and Liquid Level Oscillations and possible impact on voltage tap noise

This morning we had a discussion about the VT18 noise and Fast Dumps of the Solenoid. I suggested that I try to stabilize the cryogenic flow to the magnet to see if the noise is related to the flows/temperatures.

To do this I changed the PID values of EV8611JT and turned on the heater HTR8620 to 100% (40W). These changes stabilized the flows and temperatures and we will let this run till tomorrow. We  should be able to reduce the heater power but should understand if this fixes the noise problem first.
