[Hallb-solenoid] Progress interlock checkou list

Hello Ruben, 

This morning we have completed the following tasks: 
1. Check the system cable interlocks with Morgan. 
2. CCM load cell control ramp down. 
3. Vertical support control ram down. 
4. Vacuum interlock control ramp down. 
5. Epics watchdog control ramp down- had ALWASY_OFF tag do not seem to be receiving Epics heartbeat, Interlock trips when ALWAYS_OFF was removed. 
6.Worked on quench detection with Probir. 
- The reset for the interlock needs to be reset from the local mode in the MPS control board, Epics reset button does not work. 
- SOE doesn't work for QD 2 and Q D3 , Probably the Relay wiring needs to be check. 
After this morning we have 16 task completed.
