[Hallb-solenoid] Progress of interlock checkout List.

Dear Ruben, 

We could not completed any test this afternoon, for the followings reasons: 
1. Waiting for SOE relays wiring to be finished to allow the dump contactor open (MPS) 
2. Waiting for voltage injection test to be finished, it cause VT Cable interlock. So we can not verify all interlocks clear, step which applies to almost all the remain interlocks test. 
3. Waiting for clarification from Nick on procedure for comparator test. 
The total tasks completed is still 16 of 51.
