[Hallb-solenoid] Progress interlock checkout list

Hello Ruben, 

This morning Tyler and I have completed with 7 tasks of the list. after talking to Nick we realized that there was duplicate procedure, so there are a total of 50 tasks; out of the 50 we have completed with 25. 
This afternoon Probir said that the DAQ cRIO will be disconnected until 2:00 pm, we will not be able to test the comparators until after then. there are 21 task we still need to do that involve the comparators.
