[Hallb] [Hallb-engineering] Run schedule and shifts

Hi everyone,

Sorry for late notice - all shifts for today swing and Friday owl are 
canceled
due accelerator schedule slippage and our tagger vacuum issue. The shift
schedule from swing on Friday, March 6 to owl on Monday, March 9, stays
as was announced in the email below.
