[Hallb] [EXTERNAL] Day shift is on standby

Dear colleagues,

The hall is in controlled access.
Detector HVs are off, presently with the exception of MVT/FMT in safe 
mode and SVT on, I presume that was done and is further observed by an 
expert.
The target is empty, solenoid and torus are down.

According to this morning's discussion with PD and MCC/OPS, beam to the 
halls is very unlikely before swing shift. Thus, the day shift has been 
put on standby and I have their contact info.

Swing shift should come in though.
