[Hallb] shift cancellations

Dear Everyone,

As discussed in today's run coordinator meeting, we now know the new Hall B cryotarget will not be ready for beam this weekend, and, a combination of factors make it unrealistic for us to try to push and do other "opportunistic" beam studies this weekend.
