[Hallc] Hall C webserver back up

The Hall C webserver (which hosts the Hall C logbook) has been upgraded 
and is up with a few issues remaining to be resolved.

The webserver now uses "secure http" which means that you may get 
prompted to accept certificates.  A way to avoid these prompts is to 
load the Jlab certificate authority by visiting 
http://cc.jlab.org/JLabCAs.html and clicking on "JLabWinCA-2009.crt".  
This will allow your browser to "trust" hallcweb and other Jlab web sites.

Currently the following should be fully working.
    Rosen07 wiki
    GeP wiki
    SANE08 wiki
    The PSI style elogs

The Hall C logbook is up for reading but currently new entries can not 
be made from the web.  (The old "hclog" command works.)

The Hall C document database is not working.

These problems should be resolved today.
