[Hallc] Commissioning Run ended - all shifts cancelled

Dear Hall C Collaborators,


As you are likely already aware from Thia's email yesterday, the Lab has
decided not to reconfigure the CHL for 6 GeV running and all commissioning
shifts are cancelled.  From Thia's email:


"The Central Helium Liquifier has experienced a seizure of Cold Compressor
5 (CC5). While the investigation into the root cause is on-going, the end
result appears to be similar to the event of Spring 2014 and may
correspond to an extended down. The decision has been made to terminate 2K
operations until the root cause has been determined and/or an extensive
detailed evaluation of the risks of operating at 2K has been deemed
acceptable by lab leadership. Per discussion with accelerator, this is
expected to take a month at the very minimum and so we should not be
looking to continue Hall A/C running for the foreseeable future. In short,
all shifts cancelled and both Halls open."

Thanks to all who participated in the efficient KPP run and to those that
have worked on the commissioning plan and signed up for shits.  We hope to
see you in Fall 2017.
