[Hallc] [New Logentry] RC update

The access in the accelerator will happen this morning. Beam to halls went off around 8 am. The goal is to lock up and start beam tuning this evening (or earlier). 

Starting with Swing all Hall C shift takers should come on shift as usual. 

For today's day shift we have the TO in the counting house while the shift leader and 3rd are on standby.

We will meet today at 1:30 in 200C (second floor counting house).
