[Hallc] Update on beam schedule

Hello all,
   Due to  a combination of different circumstances with the accelerator SAD work schedule,
 the start  of physics beam has shifted from July 21st to Aug 4th.
    This will not impact the start of Hall A that is schedule for Aug 14th.
