[Hallc] Update on ELOG

Hi,
        Thanks for the work of Casey Morean, it has been determined that to access the ELOG logbooks
on one  can access the elogs by using a trailing slash:
hallcweb.jlab.org/elogs/nps/ <-- trailing slash :D

The CC is working to find a solution so this is not needed.
But in the meantime you can do this.
