[Hallc_running] [New Logentry] Hall C status update

The latest update from the PD is that beam to Hall C is most likely expected on Thursday.  However, if the higher pass setup gets "stuck" (due to hardware or other issues) there is the possibility that setup to Hall C will begin earlier.

Target operators are needed for all upcoming shifts, but shift leaders and 3rd workers are "on call" until Thursday, Day shift.  On-call shift workers should leave their phone numbers on the white board in the Counting House so that they can be called in by the target operator if beam is expected soon.

For now, we have dropped to Restricted Access to facilitate work on the HMS Q2.  If that work is completed today, I plan on returning to Controlled Access.
