[Hallc_running] minor correction to the target training info

The practical target training on Dec 1st will be given at
2pm and at 3:30pm with both in Hall C. The target will be cold
in Hall C, so it makes sense to do the training with the Hall C target.
One needs to reserve at place by sending an email to Greg Smith (smithg at jlab.org)
or Jian-Peng Chen (jpchen at jlab.org).

Previously I had mistakenly said that the 3:30 training 
was in Hall A.
