[Hallc_running] [New Logentry] RC daily update

We will have no usable beam until (maybe) tomorrow, so the shift-leader will not be needed until day shift tomorrow. Target operators are still needed for the swing and owl shifts.

The Hall A Facility Development plan is currently as follows.
* Wednesday swing: Arc 1&2 calibrations (with possible tune beam in Hall c).
* Thursday owl: SL/NL Phaser studies
* Thursday day/swing: MoMod 
* Friday owl: complete Hall A Facility Dev
* Friday day: Physics!
