[Hallc_running] RC daily update

 From the MCC meeting this morning:

--> Both linacs will be pumped down on Monday (Sep/17)
--> Hall C is coming up first and the expected lock down time is by the 
end of the day-shift next Thursday (4pm, Sep/20th).

Hall C update:
--> All systems remain shut.
--> The HMS and SHMS motors were installed yesterday, but not 
electrically connected.
--> Shifts are canceled until 8am, Sep/20th (Next Thursday).
--> We will have a RC meeting at 4:15pm.

--> Howard has Argon flowing through the SHMS and HMS drift chambers 
(DCs): **DO NOT** operate the SHMS and HMS DCs
