[Hallc_running] Hall C shift cancellations

Hi everyone -

Since the expected start of beam to Hall C has been changed to September 
1, I have updated the shift schedule to show most shifts next week as 
cancelled.  Shifts starting Monday, August 23 (DAY) through Friday, 
August 27 (OWL) have been cancelled.  For now, shifts starting August 27 
(DAY) are unchanged.
