[Hallc_running] [New Logentry] RC daily update

Hall C has been swept a little while ago in preparation for first beam to the hall after the SAD. We are now in beam permit.

The target ladder has been locked out of beam as to allow Ops to send beam into the hall for optics checks with an un-staffed C counting house: https://logbooks.jlab.org/entry/3901337

The Hall A/C leader authorized tune beam and up to 5 muA CW to Hall C with an un-staffed C counting house.

Dave Meekins will be making a controlled access tomorrow morning to condense H and D. The target work is expected to last for most of the day shift. The day shift crew should show up for their shift at 8 am.

On the hall side one outstanding issue which was the HMS Q2 throwing interlocks and ramping down seems to have been resolved: https://logbooks.jlab.org/entry/3901391, https://logbooks.jlab.org/entry/3901393 
Thanks to Ellen, Jack, Amy and Steve for getting HMS Q2 back in the game. HMS Q1 and Q3 have been ramped as well to MOL and Iset for a -5.89 GeV setting and it went O.K. All SHMS and HMS magnets are powered off for the night.
