[Hallc_running] [New Logentry] Instruction for certifying tuning with CW into Hall C

Context: since the tune mode generator (at the injector) isn't functioning as expected, there have been cases of MCC tuned hall C with CW beam. Before the CW tuning process started, MCC request the shift crews for permission. (the permission was granted without the full input from the target and director experts).

Below is the instruction for the Hall C shifters regarding the CW used as tune beam into the Hall:
1. Informing RC. 
2. Moving target to the BLANK position.
3. Turning off drift chamber bias voltages on both spectrometers.
4. Ramping down HMS and SHMS Magnets down (at less than 10 degrees).
