[Hallc_running] Hall C RC meeting 11am

Dear Hall C Collaborators,

Hall B finished their 1st pass running yesterday, so today machine is changing configuration getting Hall B setup for 5th pass as well as hopefully addressing the issues that caused Hall C to get extremely limited current.
Plan is to request that Hall C go to controlled access/beam permit at 11:30 today.
