[Hallc_running] [New Logentry] TO shifts cancelled

After further discussion, I've decided to warm up the target until Tuesday since Tuesday swing is the earliest we may get beam back in the Hall. Dave Meekins is headed in shortly, and I will cancel the TO shifts until Tuesday day (we will re-evaluate the shifts on tomorrow and Tuesday morning). 

As such, the Hall is in Controlled Access, magnets are at 0, HV at 0, and I've notified the PD and MCC that our counting house will be empty. 

If beam is looking good for Tuesday swing, Dave will cool the target at the end of the day which will take 4-6 hours. We can use carbon hole and proceed with beam checkout until the cryo targets are ready.
