[Hallc_running] Hall C status; plea for shift workers

Hall C is on the cusp of production running.  The accelerator has overcome several problems, most notably a failed BPM in arc 2, now fixed.  The harp scans and the holey target runs look good and the ion chamber scans are being finished.  After that, we're on to production.

Please sign up for shifts !!  Let's show the NPS group some love and give the students some relief from their heavy shift load.  First shift openings are Sunday swing and Monday owl.
