[Hallcsw] Event decoding in Hall C++ git archive

The Hall C git archive now contains the beginnings of a Hall C version 
of the Hall A analyzer.  The code will now read a Hall C data file and 
sort HMS hodoscope data into a hit list like we use in the Fortran 
analyzer (A hit has all the information for one counter, ADCpos, ADCneg, 
TDCpos, TDCneg into one object.)

describes how to run this example.

All it does is printout hit lists for the hodoscope.  This serves as a 
starting point to write hodoscope analysis code or analysis code for 
other detectors.
