[Halld-cal] Draft level 5 CR for Bcal and Fcal activities

Dear Elton and Matt,
sorry for not answering before but I  simply do not understand enough to
give a resonable answer.What "float" does it mean?Does "delay+24" mean
that it will take 24 moths for completion?Anyway if it looks reasonable to
others,I agree too.
