[Halld-cal] Draft level 5 CR for Bcal and Fcal activities

HI Christina,

Sorry for the confusion. The units of the schedule are weeks, and it is
assumed that 44 working weeks is a year (takes account of holidays, sick
leave, etc).

Float is the amount of time that an activity has before any further delays
start impacting the overall schedule. For example, if there is an activity
that takes 2 weeks and it must completed before other activities that
start in 5 weeks, then the first activity has 3 weeks of "float". It also
means that if that activity is delayed by 3 weeks it will not impact the
start of the successor, but if it is delayed by 4 weeks, the successor
will be pushed back by 1 week.

For the Fcal monitoring system, specifically, it currently has 83 weeks of
float (i.e. it is currently scheduled 1.9 years before it begins to impact
successor activities). The proposal is to delay its start by 48 weeks (a
little over one year) till FY 2011 (fall of 2010). With this change, the
activity wil still have 35 weeks of float left, which is some insurance
that even if it takes a little longer to complete than projected, we can
still be confident that it will be completed in time.
