[Halld-cal] Updated GlueX-doc-1481

Dear collaborators,

I have updated GlueX-doc-1481 on the "Impact of Fcal resolution parameters
on measurements of $\eta$ production". The main update to the document was
the change to add resolution terms in quadrature (Eq. 1 and 2). The
summary sections have been modified accordingly. The changes are
consistent with the input to the discussion at the collaboration meeting
last Friday afternoon.
