[Halld-cal] proposal for FCAL beamtest in Hall B

Hi Kei,

We have enough coincidence units, CFD/LEs, NIM-ECL
converters...  here. Once the beam test is approved and
you fix your setup, I can assemble/test the external trigger
here - it's relatively simple. We can also borrow some
electronics from Hall-B guys if needed - we have already
discussed it with them.

P.S. The possibility exists to send signals from trigger scint.
paddles to the separate  FADC250, that will generate an external
trigger (this way, we don't need any NIM electronics at all); we
are going to check this flash mode anyway. But, as we have agreed,
we will assemble an external NIM trigger anyway.
