[Halld-cal] final fibre report

Hi Elton et al.:

I have posted the final fibre report:

It includes all the results you have seen in progress reports at 
calorimeter meetings, including some additional (new) work on fitting 
the wavelength spectra and new stuff on the double-exponential fits for 
the attenuation length.
