[Halld-cal] FCAL reconstruction

Matt and Alex,
It sounds like Alex's problem is due to using a tagged release, where
the code has not adapted to the new situation, as intended.
As for having the tagged releases point to the latest set of
calibrations constants: you can't have it both ways; the default either
has to point to the latest or point to a tagged version of the
calibration. Some users will want it one way, some users the other. And
we have not been making tagged versions of the calibration.
We need to get the database thing going.
