[Halld-cal] FCAL reconstruction

Hi Mark,

The easiest way would be to set JANA_CALIB_URL to the
right location of the DB files in the
setenv_Linux_CentOS5-x86_64-gcc4.1.2.csh file of tagged
releases

Moving to the global DB is indeed the way to go.
