[Halld-cal] Final decisions on FCAL LEDs for monitoring

Dear Christina,
At the Calorimeter Working Group meeting today Stratos showed the
results of your measurements of the illumination of the FCAL LEDs. Based
on the presentation and the discussion at the meeting, it is clear that
the proposed configuration will meet our requirements for dynamic range
and uniformity. We agreed that you should proceed with production.
