[Halld-cal] Final decisions on FCAL LEDs for monitoring

Dear Elton,
thanks a lot for the good news. We are happy we added up with a 
satisfactory soltion and we thank you and everybody in the calorimetry 
good for their support and patience. we will proceed the production 
ASAP.Depending on how fast it can be done you may want the first article 
to be shipped separately (soon).
