[Halld-cal] FCAL calibration changed

Hi All,

  Just a heads up that after consulting with Matt, we changed the base scale factor for the FCAL
in the CCDB this morning to be a factor of 4 larger than it was. Reconstructed FCAL clusters
will reflect this change right away if using the MySQL DB. You’ll need to update your SQLite file
tomorrow (or generate a new one today) if you are using SQLite and want this change.

This change was made ONLY for runs 1282 and higher. According to Manuel’s very useful
spreadsheet (log entry 3309319) this is where the HV was changed to adjust the gains.
