[Halld-cal] extraneous PHOTON_BEAM table in ccdb

Hello Sean and all,
In browsing through the ccdb tables for the Photon Beam, most of the tables
make sense, but one of them seems out of place. There are
"scaled_energy_range" tables for each of the microscope and fixed_array,
but there is none for the pair_spectrometer. However, there is a
scaled_energy_range table at the top level of PHOTON_BEAM with 340
elements. What is that? Does that belong under pair_spectometer? If not,
what does it mean? Where is the energy calibration of the pair
spectrometer? We should have energies for right and left fine-segmentation
counters in the PS.
I am about to enter some initial values in the scaled_energy_range tables
for the tagger microscope and fixed array, based on work done recently by
Dan Sober, so I can use these to write the correct tag hits in hdgeant. I
want to make sure I put my numbers in the right spot that you foresaw for
them. I think I understand everything you have put in there except what I
highlight above.
