[Halld-cal] extraneous PHOTON_BEAM table in ccdb

Hi Richard,
I'm glad to hear that those results are ready to go into the CCDB. From our
previous discussion I had thought it would be more convenient for the
simulation/reconstruction code to read the scaled energy values from one
table, which is the intent for the "scaled_energy_range" table at the top
level. The tables for the microscope and fixed array would be intermediate
storage areas which would be collated into the table at the top level. If
you'd rather go with just the two separate tables, we can drop the top
level one.
As for the missing pair spectrometer tables, I must have missed them. If
you can let me know what you need, I'll go ahead and add them.
