[Halld-cal] extraneous PHOTON_BEAM table in ccdb

Sean,

I don't think it makes sense to try to merge together the energy
information for the tagger fixed array and the microscope. These will be
updated by different groups and at different intervals, and the detector
organizations are different so the structure of the tables will evolve
independently.
