[Halld-cal] Fwd: bcal times from mcsmear are being cut off at t=0

Hi Richard,

We are actually currently not using the TDCs in the BCAL reconstruction to
the best of my knowledge. Probably Will or I should look at mcsmear since
we would be the ones who introduced the bug
