[Halld-cal] Calibration updates

Hi all,

Updated timing calibrations for the Fall 2016 run have been uploaded to the
CCDB.  These calibrations should be suitable for studying high-level
calibrations, such as propagation and attenuation corrections.

The results are available in the same locations:
histograms: /cache/halld/RunPeriod-2016-10/calib/hists/summed
skims: /cache/halld/RunPeriod-2016-10/calib/pass2


Also, new starting values for the upcoming run (30000+) have been added as
well.
