[Halld-controls] New quench detector for solenoid

Hi Fernando,

We need an operational solenoid control system about a year from now.   
During the coil test we talked about designing a new quench detector to 
replace the old Danfysik quench detector.

Do you still think we should build a new QD?  If so:

- When do you think we need to begin the design process so that the new 
QD is ready in time?
- Who do you think might design the new QD?   Who might build it?
- How do you suggest we proceed on this project?
