[Halld-controls] Solenoid Controls Redesign wiki page and Mantis task tracking

Hi,

I added a new page on redesign of the solenoid controls system to the 
GlueX wiki.  It is linked under the Controls main wiki page:

Please feel free to add tasks and comments.

I propose we use this page as a catch-all for ideas, but use the Mantis 
system for real task assignment and tracking.

One question is when items on this list deserve entries in Mantis.  I 
propose that we only make an entry in Mantis when we have an 
appropriately sized well-defined task that needs action and tracking and 
has someone assigned to it.  We shouldn't make speculative entries in 
Mantis or ones for trivial tasks.  Of course one can add comments to 
existing entries that involve speculation or small sub-tasks.

We will discuss this further in the next Controls meeting.
