[Halld-controls] Barcode scanners

Hi Dave,

At the Online meeting I talked about this and everyone pulled out their 
smartphone and tried to read a JLab property sticker (Androids and 
IPhones).  No luck!  I don't know what's different about the JLab 
stickers.  My phone can read every other barcode I've come across, 
including 2-D codes.

Smartphone apps are a possibility once in a while, but I think the techs 
need something more robust and simpler to use.
