[Halld-controls] Out-of-band remote power reset

Hi,

I added a new Mantis task concerning out-of-band remote power reset, 
where by out-of-band I mean not using the normal Hall D network 
equipment.  The purpose is to allow us to reset the normal Hall D 
network equipment.

It is not clear we need out-of-band reset capability on all the 
equipment, perhaps on a few selected switches which, if running, will 
allow us to reset other switches, which will allow us to bootstrap 
ourselves up.

The task is not assigned to anyone yet.  I am open to suggestions on how 
to do this and who might do it.
