[Halld-controls] [GlueX] Need requirements for UPS power in Hall D

Hi Fernando,

The current plan is to use the EMI line filters you looked at a few 
months ago and thought should work.  If I recall they give something 
like 30 dB noise reduction.  Giles can give you more details.
