[Halld-controls] Hall D Target UPS requirements

I spoke with the target guys on Friday about the UPS requirements for the target.  As long as the heater doesn't come on or the compressor doesn't automatically come back on after power is restored they are ok.  The heater and compressor will be controlled by the PLC so no additional UPS will be required other than the PLC as planned.
