[Halld-controls] EPICS scaler variable names

Colleagues,

as was mentioned multiple times during meetings, Paul Mattione
developed a new more consistent way of importing the scaler values
from JLab discriminator and FADC250 boards into EPICS. He also created
new EPICS screens to view these values. One of the downsides (maybe the 
only one)
is that the EPICS variable names had to be changed, so we will need to deal
with the consequences of that. Therefore, if you have a 
program/procedure that accesses
the scaler values from EPICS (using ChannelAccess protocol), please contact
Paul Mattione and/or myself to get information on the EPICS naming 
convention
for scalers from GlueX detector components and beamline instrumentation.
The old EPICS scaler variables will most likely have "0" values and will 
be retired soon.
