[Halld-controls] Solenoid cooldown started

Hi,

Hall-D solenoid cooldown started, therefore we should try
to keep the controls system as stable as possible. If you need to 
restart the
solenoid controls PLC or the PLC-to-EPICS IOC, please coordinate it
with Jonathan Creel. If you need to restart the PXI-to-ROOT IOC, please
contact Beni first.
